What is
electronic monitoring?

The Enigma Electronic Monitoring System is a modern solution for supervising and monitoring offenders serving their sentences outside of prison. By leveraging advanced technology, Electronic Monitoring enables effective enforcement of court rulings while maintaining a balance between public safety and the rights of the convicted individual.

How does the Electronic Monitoring System work?

The system is based on the correlation of the work of electronic devices
and specialised software using secure encrypted connections.

The most important elements of the system are:

Transmiter RFT

  • this device is fixed on a convict’s leg
  • it transmits a signal to the monitoring device
  • it confirms a convict’s presence at the place of serving the sentence

Stationary recorder (HU)

  • it is installed at the place where a convict is being held
  • it records signals from the RFT and transmits them to the Monitoring Centre
  • it allows a telephone communication and text messaging with the convict.

    Monitoring Centre

    • conducted by the Authorised Dispenser
    • carries out continuous, discreet surveillance of the convicted person’s behaviour
    • records all signals from the transmitter and maintains contact with the convicted person

      Operating scheme

      Devices in the Electronic Monitoring System

      Radio Frequency Tag (RFT) – The RFT is a fundamental component of the offender’s equipment. It uses radio frequency technology to communicate with home units, TPT’s, and field officer equipment. The RFT periodically communicates with the Home Units and TPTs to confirm the subject is within the configured monitoring zone. It also transmits the status of internal sensors (strap, housing, battery level). All messages sent over the radio are cryptographically authenticated to prevent forgery and replay attacks.

      The RF connection is bidirectional: HUs, TPTs and FAUs actively communicate with RFTs to synchronize time, manage tamper ags and perform security checks. These cryptographic checks ensure that the RFT is genuine and the RF messages are not being relayed by an unauthorized device.

      Home Unit (HU) – The Home Unit (HU) works seamlessly with our Radio Frequency Tag (RFT) or One Part Tracker (OPT) to enforce RF-based curfews. It communicates with all our devices and utilizes a private GSM (mobile) connection to send and receive data from the central system. The HU is equipped with various technical measures to ensure its integrity. Any attempt to open the housing, tilt or move the unit, cut its power supply, or tamper with it in any way will be detected and immediately reported to the central system. Additionally, you can program up to three whitelist phone numbers into the HU to enable two-way communication.

      HUs are designed to record all events from our devices (e.g., strap tampering for RFTs, curfew violations, etc.) and transmit them to the central system. In cases where the data connection is temporarily unavailable, the HU will store the events in its internal memory and report them once the connection is restored. The HUs memory capacity is robust, capable of storing hundreds of thousands of events.

      One Part Tracker (OPT) – The OPT is a GPS device worn on the ankle, allowing for real-time tracking of the convicted person during their sentence. Our system allows for the customization of specific zones and schedules for the OPT. The OPT then communicates with the Monitoring Center to report the subject’s presence within or outside the designated monitoring areas. It also transmits the status of internal sensors (strap, housing, battery level). If the OPT device is tampered with in any way, it sends an alarm signal directly to the monitoring center.

      The OPT periodically communicates with the Monitoring Center to report whether the subject is inside or outside the congurable monitoring zones. It also transmits the status of internal sensors (strap, housing, battery level). All messages sent over the GSM network are cryptographically authenticated to prevent forgery and replay attacks.

      Field Activator Unit (FAU) – The FAU is a compact device designed for field offcers to manage all monitoring devices. It uses RF and Bluetooth interfaces for two-way communication and works with the officer’s smartphone, which has Enigma’s TMB application installed. This setup allows officers to check the status of monitoring devices at the location where the sentence is being served without needing to enter the monitored person’s home. The devices authenticate with each other using a strong cryptographic mechanism.

      An Android smartphone with Enigma’s TMB application is used to manage monitoring devices. It displays the status of nearby devices (e.g., battery level, alarms), handles activation and deactivation, and shows event history. The TMB app, working with the FAU, offers a convenient interface for field device management. All activities performed by the officer are logged and sent to the Monitoring Center. The app includes step-by-step wizards for device installation, deinstallation, and replacement, accessible via individual login and password.

      Two Part Tracker (TPT) – The TPT is a mobile device that can be used to monitor offenders. It works together with an RFT or OPT which is attached to the offender’s ankle. The offender is free to move within configurable zone around the TPT, but an alarm is raised if he or she leaves that zone. This forces the offender to carry the TPT or have it in close vicinity. The TPT reports its GPS location to the monitoring center at regular intervals, accurately tracking offenders positions. Alarms are automatically raised in the monitoring centers software if the offender breaks his curfew conditions, enters into an exclusion zone, or leaves an inclusion zone. The TPTs integrated mobile phone always enables monitoring staff to contact the offender or vice versa. Three whitelist phone numbers can be programmed to contact the TPT.

      The TPT can also be used for victim protection. This light and compact device, when carried by the victim, safeguards them by notifying both the victim and the monitoring center when the offender is within the configured distance.

      Smartphone With Application For Device Managment – A device cooperating with a stationary monitoring device used to increase the range and quality of the signal in the area where supervision of the convicted person is carried out. It also makes it possible to implement monitoring in areas with limited GSM network coverage. It detects attempts to use unauthorised devices duplicating the signal of the convict’s transmitter.

      Software in the Electronic Monitoring System

      The Enigma Electronic Monitoring Platform is a web application that facilitates the management of all processes related to electronic supervision. It offers multiple features for controlling and supervising sentenced persons and their equipment. The platform is compatible with Google Chrome, Firefox, Microsoft Edge, or any other browsers. Moreover, the user interface of the system supports multiple languages. The application enables users to track monitored persons on the map, define inclusion and exclusion zones, and receive alerts and notifications for various events such as virtual fence breaches, illegal interference, network outages, low battery, equipment failures, and more. Users can handle these alerts and notifications according to predefined procedures. The software features a scalable microservices architecture, with all components deployed using containers.
